The Seattle Times is reporting some information:
The sheriff said White had a history of mental health problems but investigators were trying to determine the nature and extent of those problems. His family has been cooperating with the investigation.
White was a Jehovah’s Witness and had refused “certain types of medical care,” Normand said.
“Fortunately, he didn’t seriously injure anybody,” Normand said.
The New Orleans Times-Picayune has a liveblog covering the attack and details:
Suspect White left a bag in the concourse that produced "a gas smell," Normand said. Suspect was not a taxi driver as originally believed. Bomb squad found smoke bombs inside White's car, along with tanks in trunk of acetylene, freon and oxygen. Inside his bag left in concourse were six molotov cocktails, a barbecue lighter, and smoke bombs.
